UAE e-invoicing for SMEs: the dates, the ASP and what to prepare

Omegamatrix team · Updated 18 Oct 2026 · 9 min read
In short: UAE businesses with annual revenue below AED 50 million must appoint an Accredited Service Provider (ASP) by 31 March 2027 and start e-invoicing by 1 July 2027. Invoices will move as structured XML in the PINT AE format through the Peppol network, with tax data reported to the FTA. Starting now leaves comfortable time to prepare.

When does UAE e-invoicing start for SMEs?

UAE e-invoicing becomes mandatory for businesses with revenue below AED 50 million on 1 July 2027, and they must appoint an ASP by 31 March 2027. The rollout is set out in Ministerial Decision No. 244 of 2025, with the larger-business ASP deadline later moved to 30 October 2026 by the Ministry of Finance.

"Revenue" here means gross income in your most recent accounting period, based on your financial statements. Here is the full timeline:

A few points worth knowing:

  • E-invoicing covers business-to-business and business-to-government transactions. Sales to consumers (B2C) are outside the system for now.
  • It applies to businesses whether or not they are registered for VAT. Businesses without a tax registration get a Tax Identification Number (TIN) through EmaraTax.
  • Transactions between members of the same VAT group have a 24-month grace period starting 1 January 2027.
  • Any business can go live voluntarily before its deadline. The Ministry's guidelines say penalties only apply from your mandatory date, so an early start is a safe way to practise.

What actually changes for my business?

The main change is that invoices are no longer sent as PDFs or paper between businesses. Each invoice and credit note is created as structured data in XML, sent through accredited providers, and reported to the Federal Tax Authority (FTA) at the same time.

Your VAT rules stay the same. What changes is the format and the route: the electronic invoice becomes your tax invoice, so it must hold all the required data in a set structure. E-invoices carry no QR code.

You will also receive supplier invoices this way. Your ASP handles both sending and receiving, and the Ministry asks each business to appoint just one ASP for both.

How does the 5-corner model work, in plain words?

The 5-corner model is a way of passing an invoice from seller to buyer through two accredited providers, with the tax authority receiving a copy of the tax data. The UAE calls it the Decentralised Continuous Transaction Control and Exchange (DCTCE) model.

  1. Corner 1, the supplier: you prepare the invoice data in your accounting system.
  2. Corner 2, the supplier's ASP: checks the data and turns it into the UAE standard XML invoice.
  3. Corner 3, the buyer's ASP: receives the invoice over the Peppol network and validates it.
  4. Corner 4, the buyer: receives the invoice in a format agreed with its ASP.
  5. Corner 5, the FTA: receives tax data from both ASPs and sends confirmations back.

What is an ASP, and how do I choose one?

An Accredited Service Provider (ASP) is a company that the Ministry of Finance has approved to send, receive and report e-invoices for UAE businesses on the Peppol network. You must appoint one, and it is how you meet your exchange and reporting duties.

The Ministry publishes the list of ASPs on its website. You sign a contract with your chosen ASP first, then start onboarding from the e-invoicing section of EmaraTax. Once onboarding is done, the ASP gives you a Peppol participant identifier. This is "0235" followed by your 10-digit TIN, which is the first 10 digits of your TRN.

When comparing ASPs, look at how they accept data from your systems, pricing, support hours and languages, onboarding time, and storage. Our guide Choosing an ASP: five questions to ask before you sign covers this in detail.

What is PINT AE?

PINT AE is the UAE's data standard for e-invoices and credit notes. It is the UAE edition of Peppol International (PINT), a family of invoice specifications that each country adapts to its own rules while keeping invoices readable across borders.

PINT AE sets which fields an invoice must have, the codes to use, and the validation rules each invoice must pass. The FTA's technical guidance lists 51 mandatory fields for electronic tax invoices, grouped into invoice details, seller details, buyer details, totals, tax breakdown and line items. The current published version on the Peppol site is PINT AE Billing 1.0.4.

For an SME, the practical point is simple: your accounting system needs to hold this data cleanly. Customer TRNs, trade licence details, item types and tax categories all need to be correct before an invoice can pass validation.

What should SMEs do between now and July 2027?

The best approach is a steady plan of one main task per month, starting in October 2026. This keeps the work light and leaves room for testing.

MonthFocusKey actions
October 2026Confirm and organiseConfirm your revenue group from your latest financial statements. Name one owner for the project. Check your EmaraTax profile, trade licence and contact details.
November 2026Know your invoicesList the invoice types you issue: standard, free zone, exports, continuous supply, credit notes, foreign currency. Check which PINT AE fields your system already holds.
December 2026Clean your dataUpdate customer and supplier records with TRNs, addresses and trade licence details. Decide whether you will connect your ERP directly to an ASP or use middleware.
January 2027Choose your ASPShortlist from the Ministry's list, compare offers and sign a contract. Start onboarding through EmaraTax and get your participant identifier.
February 2027ConnectSet up the data link to your ASP (API, file transfer or upload). Agree how you will receive success and error confirmations.
March 2027TestRun end-to-end tests: send, receive, credit notes and confirmations. Make sure your ASP appointment is complete by 31 March 2027.
April 2027Train and adjustTrain your finance team. Update approval steps for supplier invoices that now arrive as data.
May 2027Start earlyConsider going live voluntarily with a few customers to build confidence.
June 2027Final checksAgree an error-resolution routine with your ASP. Set up storage for invoice records and a simple process for reporting any system failure to the FTA within 2 business days.
1 July 2027Go liveSend and receive all in-scope invoices through your ASP.

If you are already moving faster, you can compress this plan. If you are in the AED 50 million+ group, your ASP deadline is 30 October 2026, so the first four steps need to happen now.

Where does middleware like PENTAXIS fit?

Middleware sits between your accounting system and your ASP. It collects invoice data from whatever system you use, completes and checks it against PINT AE rules, and passes a clean file to your ASP. It is not an ASP and does not replace one.

Middleware helps when you use more than one system, or an ERP that cannot produce PINT AE data on its own. Your team keeps the system it knows, and you can change ASP later without rebuilding your ERP connection.

Key takeaways

  • Businesses below AED 50 million appoint an ASP by 31 March 2027 and go live on 1 July 2027.
  • Invoices move as PINT AE XML through two ASPs, with tax data reported to the FTA.
  • You need one ASP for both sending and receiving, onboarded through EmaraTax.
  • Clean customer data and a clear view of your invoice types make the switch much easier.
  • Going live voluntarily before your deadline is allowed and a good way to test.

PENTAXIS is our e-invoicing middleware for UAE businesses. It takes invoices from any ERP or accounting system, completes and validates the PINT AE mandatory fields, and hands a clean file to the ASP you choose. Setup takes about a week. You can learn more on the PENTAXIS page.

Frequently asked questions

When must a UAE SME with revenue under AED 50 million start e-invoicing?

A UAE business with revenue below AED 50 million must start e-invoicing by 1 July 2027. The same business must appoint an Accredited Service Provider by 31 March 2027. Revenue is based on gross income in the most recent accounting period.

Does UAE e-invoicing apply to businesses that are not VAT registered?

UAE e-invoicing applies to businesses in scope whether or not they are registered for VAT, according to the Ministry of Finance guidelines. A business without a tax registration needs a Tax Identification Number (TIN) from the FTA through EmaraTax. Sales made only to consumers are outside the system for now.

What is an Accredited Service Provider (ASP) in the UAE?

An Accredited Service Provider is a company approved by the UAE Ministry of Finance to send, receive and report e-invoices on the Peppol network. Each business appoints one ASP for both sending and receiving invoices. The Ministry publishes the list of ASPs on its website.

Is PENTAXIS an ASP?

PENTAXIS is not an ASP. PENTAXIS is middleware that prepares and validates invoice data from your ERP and hands it to the ASP you choose. You still sign a contract with an accredited provider.

Can a small business go live with e-invoicing before July 2027?

A UAE business of any size can implement e-invoicing voluntarily from 1 July 2026. The Ministry's guidelines state that e-invoicing penalties apply only from the mandatory date, so early adoption is a low-pressure way to test the process.

Do UAE e-invoices still need a QR code or PDF?

UAE e-invoices are XML files and do not carry a QR code, according to the Ministry of Finance guidelines. A separate PDF tax invoice may still be needed for a buyer who has not yet joined the e-invoicing system.
